Jun 20, 2017 · I tried working with Microsoft support and their fix was to reload Office 2013 which did not change anything. I rebuilt the Index for Microsoft Search and made sure the Outlook folder was included and am still having issues. Advice would be greatly appreciated!

While it will full-text index an attachment so that its containing message will be returned in a search for particular text, it does not search against the attachments themselves. Hence the need to do the search from Windows rather than Outlook.
